Jurisdiction

In Latin canon law (Code of Canon Law), the people of each diocese is not represented only by the christian baptized of the diocese, but by all the residents of the land of a diocese or a vicariate and by those people who are in transit there, because it is expected that everyone can use in any time the local ordinary minister, that is the diocesan bishop, the pastor. 

Similarly to Latin canon law, in matriarchal canon law (Codex Iuris Matriarchalis), all residents of the ecclesiastical regions freely established by the Holy Matriarchal See, may recourse at any time to the pastoral care of the ordinary Catholic Guglielmita of the place. Therefore, each matriarchal diocese or vicariate apostolic consists of all residents the area, which determines the set of its people.
Similarly to the dioceses, the Matriarchal Head Office, the so called Holy Matriarchal See, is at the service not only of the "Guglielmita" church and the followers, but more properly serve the universal Church, the Mystical Body of Christ and at first the Holy Spirit, that is everywhere, in everyone, it is the essence and the wind of the Human Beeing. 
Therefore, the Matriarchal Head Office (Holy Matriarchal See) offers its mission to all mankind, without distinction of creed and has its territorial ecclesiastical jurisdiction anywhere into the world.
